Biography

Water-resources scientist, modeller and former government research leader

Prof. Mohamed Rami Mahmoud is a senior water-resources scientist and model developer with nearly four decades of experience in water-resources planning and management, reservoir operations, hydrology, climate-change adaptation, mathematical optimization, decision-support systems, GIS, remote sensing, information technology and artificial intelligence.

He has served as a Research Professor at Egypt's National Water Research Center since 2006 and was appointed Research Professor Emeritus on 27 July 2025. He continues active research, scientific evaluation, grant development and submission, manuscript preparation and peer review, editorial service, teaching and training.

His senior public-service roles include Assistant Minister for Research & Technology at the Ministry of Water Resources & Irrigation (2013–2016) and Director of the Environment & Climate Changes Research Institute (2019–2024). International consulting and development experience includes UNDP, USAID/IRG, World Bank, CIDA/SNC-Lavalin, CEDARE and the European Union/EMWIS.

Research contributions span Nile Basin reservoir modelling and optimization, climate-risk assessment, desalination, multicriteria decision analysis, artificial neural networks and multi-sensor remote sensing.
