Biography

A career at the intersection of water, technology and policy

Prof. Mohamed Rami Mahmoud earned his B.Sc. in Civil Engineering from Cairo University, followed by postgraduate study in computer science in the United Kingdom and advanced degrees in Water Resources Planning and Management from Colorado State University, where he completed his Ph.D. in 1995.

His work integrates operations research, simulation, optimization, geographic information systems, remote sensing and information technology. He has developed decision-support and mathematical modelling applications for reservoir systems, desalination planning, irrigation management, flood-risk assessment and environmental monitoring.

Across senior roles in the National Water Research Center and Egypt's Ministry of Water Resources & Irrigation, he contributed to modernizing water-sector information systems and served as Assistant Minister for Research & Technology. From 2019 to 2024, he directed the Environment & Climate Change Research Institute, leading multidisciplinary programmes on climate impacts and adaptation.
